Phillip J. Rassier

Phil Rassier is a 1975 graduate of the University of Idaho College of Law.
From 1976 to 2010 Phil was a deputy attorney general with the Natural Resources Division of the Idaho Attorney General’s Office. Phil served as the senior deputy attorney general at the Idaho Department of Water Resources advising the director, administrators and staff on water administration and water rights issues and representing the department in judicial proceedings before state district courts and the Idaho Supreme Court. Phil also provided legal counsel to the Idaho Water Resource Board on a wide variety of matters. Until his retirement, Phil successfully represented the state in many landmark water cases and drafted a great number of legislative bills and resolutions relating to water management and water rights administration.
Throughout his career Phil was an active member of the Water Resources Committee of the American Bar Association, serving for many years as Vice Chair and Editor of the ABA Water Resources Committee’s Annual Report that surveys current developments in water resource law throughout the nation.
