Idaho water is owned and managed by the State of Idaho. Water users apply to the state for the right to use the public waters and if approved the users have a water right that becomes a private property right. However there are conditions, exclusions and regulations that affect the use of and viability of a water right. Water laws and water regulations can be very complicated and confusing.
